What does the Texas Railroad Commissioner do?

The Railroad Commission regulates the oil and gas industry in the state of Texas.
It is responsible for drilling permits, inspections of rigs, and monitoring state pipeline activities to ensure they follow federal oil and gas regulations.
The three commissioners are each elected on different years for 6-year terms.
It's weird that the "Railroad Commission" is in charge of oil & gas, isn't it? The funny thing is, the Railroad Commission doesn't even take care of the railroads anymore. Instead, railroads have been regulated by the Texas Department of Transportation since 2005.
